STIR/SHAKEN is a federally mandated call authentication framework that certifies the origin of phone calls to combat robocalls and caller ID spoofing. Under FCC rules, any provider that originates, terminates, or carries voice traffic on IP networks must implement STIR/SHAKEN. This includes VoIP providers, CLECs, ISPs with voice services, and CPaaS platforms. Non-compliant carriers risk being blocked by downstream networks.
Any telecommunications carrier that provides interstate telecommunications services to the public must file FCC Form 499. This includes VoIP providers (interconnected and non-interconnected), toll resellers, CLECs, IXCs, wireless carriers, and prepaid calling card providers. There is a de minimis exemption for companies with projected annual USF contributions under $10,000, but you still need to file a 499 Filer ID to claim the exemption.
The Robocall Mitigation Database (RMD) is maintained by USAC on behalf of the FCC. Every voice service provider that originates or carries telephone calls must register in the RMD and submit a Robocall Mitigation Plan (RMP). Failure to register means downstream carriers are required to block your traffic. Annual certification is required to maintain active RMD status.
An OCN (Operating Company Number) is the carrier identifier required for licensed carriers to participate in the US telecommunications network and to be recognized by other carriers for interconnection and routing. Obtaining one requires a properly registered entity, correct FCC registration, and supporting documentation that must be consistent across every record — inconsistencies are a common cause of rejection and delay. CPNI (Customer Proprietary Network Information) refers to data about a customer's telephone service — including call records, billing data, and usage patterns. The certification must be signed by a company officer and submitted via the FCC's ECFS system.
Yes. To register with the FCC, obtain an FRN, file FCC Form 499, and obtain an OCN, you generally need a US-registered business entity and an EIN from the IRS. Foreign nationals can form a US LLC in states like Delaware, Wyoming, or Florida without being a US citizen.
